1. OLM Definition and Scope

What are OLMs?

An OLM is a product, service, or solution that is not available under the Contractor's FSS contract, but is needed for performance of the order. An OLM can be obtained from another Contractor's FSS contract, a mandatory or non-mandatory Government source, or a commercial source in the open market.

Order activities are reminded they must follow the order of priority of sources before considering obtaining an OLM from a commercial source  (see 8.105 (GSA Class Deviation RFO-2025-FSS-GSAR 538))

SIP Training

As of November 1, 2025, GSA is no longer hosting SIP training. All new contractors must use the FAS Catalog Platform (FCP). Existing contractors who need help with SIP should contact the VSC.

What do I need to include in my electronic catalog for GSA Advantage? (SIP/EDI Contracts)

To assist in determining what data/information must be included in your electronic catalog for GSA Advantage, please use the Schedules SIN-MOL-Photo-UPC. This table  will indicate which type of file you must use to load your offerings, as well as Maximum Order Limit, whether a UPC is required, and whether a Photo is required. .
