Yes. The RFO establishes a single acquisition regulation applicable to all executive agencies. Agencies should consult their internal acquisition policy office regarding class deviations, if applicable. See here for a complete list of approved deviations.
The Navy wants a quote for 100 specific hammers (not on my FSS, but on another FSS). Can I order them from the other FSS contractor's schedule and quote the Navy, if that's the only item they need?
No, because your quote would represent 100% of the resultant order. OLMs cannot be the primary source of the order (see GSAR 538.7104-2(a)(1) (GSA CD RFO-2025-FSS-GSAR 538)).
Can agencies establish additional business practices for OLMs?
Yes, agencies have the flexibility to establish additional business practices for OLMs (see FAR 1.201 (GSA CD RFO-2025-01)). Any such business practices must not conflict with the FSS contract, depending on the specific needs of the order.
What industry standards apply to OLM?

What are OLMs?
An OLM is a product, service, or solution that is not available under the Contractor's FSS contract, but is needed for performance of the order. An OLM can be obtained from another Contractor's FSS contract, a mandatory or non-mandatory Government source, or a commercial source in the open market.
Order activities are reminded they must follow the order of priority of sources before considering obtaining an OLM from a commercial source (see 8.105 (GSA Class Deviation RFO-2025-FSS-GSAR 538))

“Catalog related mods” are modifications that impact the electronic catalog information on GSA Advantage, such as Additions, Deletions, and Changes to existing offerings (e.g. pricing mods, descriptive mods).
To assist in determining what data/information must be included in your electronic catalog for GSA Advantage, please use the Schedules SIN-MOL-Photo-UPC. This table will indicate which type of file you must use to load your offerings, as well as Maximum Order Limit, whether a UPC is required, and whether a Photo is required. .
