Considerations for Providing Services

Environmental programs cover both products and services, as outlined in the Federal government’s sustainable acquisition regulations (FAR Subpart 23.1). But these green programs generally do not address services. Still, Federal contracts for services require that green products are supplied or used during performance of the contract.

Service providers should refer to the Green Products Compilation for guidance on what covered products may be normally used during the performance of a service. On GPC, services are in eight categories:

  • Cafeteria & food services
  • Electronic leasing
  • Fleet maintenance
  • Janitorial services
  • Landscaping services
  • Laundry services
  • Meetings and conference services
  • Pest management

NOTE: There are some exemptions apply when a product does not meet agency performance requirements.

Service providers should also be aware that the Office of Management and Budget (OMB) has directed agencies to focus on including green product requirements for these types of services:

  • Building construction, renovation, or repair
  • Building operations and maintenance
  • Landscaping services
  • Pest management
  • Electronic equipment, including leasing
  • Fleet maintenance
  • Janitorial services
  • Laundry services
  • Cafeteria operations
  • Meetings and conference service
