What is CPARS?

CPARS is the Contractor Performance Assessment Reporting System that reports and rates contractor performance. The system objectives are to:

  • Support best value source selection decisions
  • Provide up-to-date and accurate documentation of the contractor’s ability to meet requirements
  • Facilitate communication between FAS point of contact and contractors

CPARS reports are transmitted to the Past Performance Information Retrieval System (PPIRS), which provides timely and relevant information on contractor performance for use in source selection. CPARS includes the Federal Awardee Performance and Integrity Information System (FAPIIS), which is a database reporting on terminations for cause or default, defective cost and pricing data, and determinations of non-responsibility. FAPIIS records are created using the FAPIIS module located in CPARS and completed records are then transmitted to PPIRS where they are used to support future acquisitions.

Past Performance Regulatory Requirements

The Federal Acquisition Regulation (FAR) section 42.1502 and 42.1503 require agencies to prepare evaluations of contractor performance and submit them to PPIRS. Additionally, FAR section 15.304 requires all agencies to review the assessment reports in PPIRS for negotiated competitive acquisitions.

Helpful Hints

Prior to performance period:

  • Discuss evaluation areas and expectations with your FAS point of contact
  • Communicate regarding the report deadlines – do not wait until the final report is due

During performance period:

  • Communicate regularly with the FAS point of contact to obtain feedback

After performance period:

  • FAS point of contact may provide a draft report
  • You may provide a self-assessment
  • Address any concerns with face-to-face meetings
  • Confirm that the FAS point of contact has received your comments/feedback on the report
