CPARS Contractor Information
What is CPARS? CPARS is the Contractor Performance Assessment Reporting System and is a web-enabled system with electronic workflow that reports Contractor performance. CPARS reports are transmitted to the Past Performance Information Retrieval System (PPIRS) which provides timely and relevant information on Contractor performance for use in source selection. CPARS includes the Federal Awardee Performance and Integrity Information System (FAPIIS) which is a database reporting on terminations for cause or default, defective pricing, and determinations of non-responsibility. FAPIIS records are created using the FAPIIS module located in CPARS and completed records are then transmitted to PPIRS where they are used to support future acquisitions.
Past Performance Regulatory Requirements
The Federal Acquisition Regulation (FAR) section 42.1502 and 42.1503 require Agencies to prepare evaluations of Contractor performance and submit them to PPIRS. Additionally, FAR section 15.304 requires all Agencies to review the assessment reports in PPIRS for negotiated competitive acquisitions.

Contractor Responsibilities Update
On July 1, 2014, a new CPARS was implemented which consists of two modules; CPARS and the Federal Awardee Performance and Integrity Information System (FAPIIS.) The Architect-Engineer Contract Administration Support System (ACASS) and Construction Contractor Appraisal Support System (CCASS) modules were rolled into the CPARS module. The FAR governance on ACASS and CCASS reporting thresholds remain the same. However, there is an important new evaluation process change.
As of July 1, 2014, when an Assessing Official (AO) forwards the Contractor Representative (CR) a CPARS evaluation to review, the CR will have 14 days to respond. During that time, the CR will receive daily email notices to respond to the CPAR evaluation. If the CR concurs with the evaluation, the AO will forward the completed report to PPIRS.
If the CR has not provided comments/concurrence on the CPARS evaluation, it will be forwarded to PPIRS as a “pending” evaluation. A “pending” evaluation in PPIRS can be viewed by source selection officials.
On day 15 through day 60, after being forwarded an evaluation by an AO, the CR will receive weekly reminder emails to submit a concurrence/comment on the evaluation.
On day 61, the evaluation will be closed as a completed past performance report and the CR will no longer be able to send comments on the evaluation. The pending notice will be updated in PPIRS with the “Pending” marking removed.
Hints: Below are some helpful hints to keep in mind regarding your role in past performance reporting.
Prior to performance period:
Discuss evaluation areas and expectations with your FAS Point of Contact.
Communicate regarding the report deadlines – do not wait until the final report is due.
During performance period:
Communicate regularly with the FAS Point of Contact to obtain feedback.
After performance period:
FAS Point of Contact may provide a draft report.
You may provide a self-assessment.
Address any concerns with face-to-face meetings.
Ensure the FAS Point of Contact has received your comments/feedback to the report by contacting them and confirming with them.
